Budget
policies
The board approved
the Fiscal Year 2014-15 budget policies and the Strategic Plan/Resource
Reduction Strategies. The policies, which provide guiding principles and
instructions for developing the upcoming year’s budget, remain largely the same
as in previous years, and include:
· “Status quo”
department staffing levels with any proposed changes fitting within base
budgets; any new staffing or program request accompanied by justification
form
· A goal of no increase
in materials and supplies expenditures for General Fund departments
· Pursuing revenue
sources to the fullest extent possible
· Budget savings
achieved during the fiscal year be saved and added to ending fund
balance
· No “back-filling” use
of General Fund dollars to make up shortfalls in state or federal
funding.
The Resource
Reduction Strategy prioritizes county functions for funding in the event that
cuts are necessary during the budget year:

Land sale
approved
The board approved
the sale of a former county Road District 1 stockpile site on Youngs River Road
to the Oregon Department of Fish and Wildlife for $34,716. The two-acre site,
located on the Klaskanine River, will be developed into a public boat ramp by
ODFW. A new stockpile site is being developed on a parcel purchased by the road
district in 2013 from the Campbell Group.
Other
Business
In other business the
board:
-Approved a $40,000
contract with MGT of America to conduct a study of county user fees. The study
will evaluate the county’s existing fees and identify areas where rate changes
should be made to ensure that fees cover the true cost of providing those
services.
-Re-appointed Marian
Derlet, Linda Dugan, Debbie Morrow and Robert Mushen to the Human Services
Advisory Committee, and removed member Jackie Dochow due to other
commitments.
-Voted to re-open the
recruitment for membership on five county budget committees.
-Approved a letter to
Congress supporting the Homeowner Flood Insurance Affordability Act, a proposed
bill designed to ease potential flood insurance rate hikes stemming from 2012
federal legislation
